It has been announced today, that if someone comes for Belgium, into to the UK, they will need to quarantine. What i would like information on is, could i drive through Belgium without stopping anywhere and be to okay to return to the UK without needing to quarantine ?

Probably not since you couldn't prove that you didn't stop anywhere.
Can't you avoid driving through Belgium? At one time in the past we always did because the roads were so bad. It was called Belgian Pavé and car manufacturers used to drive on it to test car suspension design.

As Beausoleil notes, you cannot prove you did not stop anywhere in Belgium and you'll need to complete a 'passenger locator form' online anyway. Details about transit requirements, about the passenger locator form and a link to the form on the official page here:

There are rumblings about France being added to the quarantine list so keep up-to-date. You can sign up for email alerts on the page I linked above.

Looking at the gov.uk site, the way i am reading it, is that as long as i dont make transit stops i would be okay? am i reading wrong?
Transit stops
A transit stop is a stop where passengers can get on or off. It can apply to coaches, ferries, trains or flights. Your ticket should show if a stop is a transit stop.If your journey involves a transit stop in a country not on the list, you will need to self-isolate when you arrive in England if:
new passengers get on
you or other passengers get off the transport you are on and mix with other people, then get on again
You don’t need to self-isolate beyond normal timescales if, during your transit stop in a non-exempt country:no new passengers get on
no-one on-board gets off and mixes with people outside
passengers get off but do not get back on
I assume you are going to a car ferry. Although it is Brittany Ferries specific the site https://bfenthusiasts.com/bfe/ has info on other routes sometimes. There have been a few 1st hand accounts of what Covid travel is like onboard among the dross posts.

Imo, yes. The guidance specifically states >It can apply to coaches, ferries, trains or flights<. It does not mention driving.
There is no way of proving you didn't stop in Belgium so I suspect the authorities may well assume you did so, if only for fuel. That may prove irrelevant anyway, for it seems from today's news that mandatory self-isolation on arrival from from France is increasingly likely.

The mandatory passenger locator form includes journey details. It must be completed online before entering the UK.
