Hi..i have a work travel permit and have planned to travel november but i a thinking about postponing travel for another year or so..can i reapply for this visa again as i cannot find any information about it

You haven't told us which country you work travel permit is for?

I'm almost entirely certain that you can just let the WHV lapse, and still be eligible to apply for a new WHV, since the eligibility requirements say "You must not have previously entered Australia on a [WHV]" (emphasis mine). I believe there used to be a FAQ on the official site that made this explicit, but I can't find this anymore.
However, if you want to be certain, you can cancel your WHV through https://online.immi.gov.au/ (but won't get your money back). This is necessary if you plan to travel to Australia during the next year but don't want to use the WHV. You can then later reapply for a new WHV.
Do note that if you only want to postpone your travel for, say, 11 months, your current WHV would still be valid - you have a full 12 months from the moment it is granted to actually enter Australia, and it'll then be valid for staying in Australia for a full year. That's certainly cheaper than applying for a new WHV.
