Looking for Puerto Rico tours in December

I am 15 and planning to go to Puerto Rico for about a week in December. I will be 16 by then but do not have a drivers license, if that could be an issue. I am okay with tours in Spanish or English. My sister has a friend with family in Puerto Rico, but it’s not for sure that I will be able to meet up with them. I’ve been looking for tours but many of them are either for adults, or during the summer. If anyone has recommendations/advice I would appreciate it very much

As you are not an adult (the US age of majority is 18, the Puerto Rico age of majority is 21) I'm afraid it's very unlikely indeed that you'd be allowed on any tour without an accompanying adult, whether in Puerto Rico or anywhere else.
