In my opinion, if you are seeking for budget traveling, then you should visit dubai during the season of summers b'coz near this season the climate might be humid that's why most of the people ppls like to visit in winters.
As you asked: whether you should visit waterparks or not.
Yes ofc, you can visit the water parks. but i'd suggest you should visit while evenings to avoid the public.
