I'm from Morocco north Africa. I went to the japanese embassy yesterday without knowing about the change of rules after october 11 . So I was asked if I have an invitation from japan which I said no then I got told that my 4500$ in the bank is not enough to travel there for 1 week in tokyo , and that I need to have more money to be accepted.
So I have 2 questions
1 : will the changes regarding the invitation rule after October 11 be applied even for a 3rd world country like Morocco?
2 : is 4500$ + some pocket change really not enough for 1 week in tokyo?
If it's enough then why did the guy say I have financial problems and that I would be rejected currently

Why would the changes not apply 'even for a 3rd world country like Morocco?

It really doesn't matter whether it's 'enough' or not.
The embassy official told you that you had financial problems/your funds were not sufficient and that an application would be rejected. It doesn't matter what you or anyone else thinks. Every country has the absolute right to set its own requirements for non-citizens to enter. It is as it is.

should be more than enough. OC, depends on what you are planning to do - rent a tools royce?

Nah man I'm only using my wholesome ripped legs and public transportation. It's hard being a 3rd world country dude

It may not be about the money you'll need to spend when there - maybe they want to see that you have plenty of money so you are a reduced risk of overstaying / illegally immigrating.

There are cheaper countries to visit in Asia.
Do you specifically need to visit Japan or would a different (cheaper) country do?
What currency is the 4500$ in? Hong Kong dollars? AU dollars? Singapore dollars? USD?
